The story follows a global organization known as Black Ghost, which seeks to lock the world into eternal war. The manga also inspired a crossover original video anime ( OVA) with Devilman in 2015. More recently, the manga inspired the 009 Re:Cyborgmovie in 2012 and the Cyborg 009 Call of Justice movie in 2016. Shotaro Ishinomori's Cyborg 009 manga inspired television anime series in 1968, 1979, and 2001 and films in 1966, 1967, and 1980. The issue will also bundle a special 8 Man booklet that will include the "phantom ending" that did not appear in the Akita Sunday Comics version of the manga, as well as Kazumasa Hirai's anime scenario from the "Kettō" (Duel) one-shot. He would later portray his most famous role as Ken the Eagle from Science Ninja Team Gatchaman 5 years later.

He has superhuman strength and his Acceleration ability and is impervious to gunfire. The anime showcases some of Joe's abilities from the manga. He also has a love of racing fast cars, a character trait which would carry over into his next animated incarnation. This incarnation of Joe is a bit more impulsive and hot-headed than other incarnations, but possesses a strong sense of justice typical of an Ishinomori hero. Due to the monochromatic nature of the series, his design can only be seen in black-and-white, save for outside merchandise depicting him in color.

Joe has black hair, a white uniform with silver buttons, black boots and a red scarf.
